Why It Works
Why ChatGPT Ads can't target a job title
ChatGPT Ads has no job title field. No seniority, no company size, no industry. At campaign level you pick countries, platforms (Android app, Android web, desktop web, iOS app, iOS web) and custom audiences to include or exclude. That's the whole menu.
Everything else comes from the conversation: what the user is asking right now, plus your landing page, title, copy and the context hints you write at ad-group level.
So a campaign with hints around B2B attribution will show up for a VP Marketing comparing attribution tools. It will also show up for a student writing a thesis on attribution and a consultant prepping a client deck. The conversation fits. The person often doesn't.
You pay for all of them.
Put the job title in the audience
If ChatGPT can't filter by title, your audience has to. Build a list of the named people who hold the title, sync it as a custom audience and include it at campaign level. Now the ad only goes to people on your list, and context hints decide which of their conversations it shows up in.
Two filters. Who (your list). When (the conversation).
The catch: 25,000 matched users
OpenAI only lets you use a custom audience for inclusion once it has at least 25,000 matched users. Below that, Ads Manager marks it "Ready, Exclusion only". OpenAI recommends 100,000+.
That kills the "500 VPs at my top accounts" version of this play. It only works when the list covers your whole market: every VP Marketing, Head of Growth and Director of Demand Gen at every ICP company in the countries you sell into.
Do the maths first. Not every contact matches, so a list of 25,000 contacts won't give you 25,000 matched users. If your entire market for a title is a few thousand people, ChatGPT is the wrong channel for that persona.
One more limit. Only Free and Go users see ads. Plus, Pro, Business, Enterprise and Edu users never do. Some of your VPs sit on company ChatGPT seats, and no list will reach them there.
How to set it up with ContactLevel
- Build the persona list. Use Contact Search to pull every contact with your target titles at ICP companies. Add matching contacts from HubSpot or Salesforce. Aim well above 25,000 people.
- Let ContactLevel enrich it. OpenAI matches on the emails and phones people signed up with, mostly personal ones. ContactLevel adds those identifiers, so more of the list matches than an upload of work emails.
- Connect your ChatGPT Ads account. The audience syncs automatically. OpenAI takes about 20-30 minutes to process it. Check the status says Ready, not Exclusion only.
- Create the campaign. Pick countries and platforms, then include the persona audience. Avoid custom audiences on campaigns targeting the EEA or Switzerland while ad personalization is unavailable there.
- Write context hints per ad group. One ad group per problem your persona brings to ChatGPT: "comparing B2B attribution tools", "why LinkedIn ads cost so much", "reporting pipeline from paid ads". Hints describe conversations. They aren't exact-match keywords and they don't guarantee delivery.
- Set bids and tracking. OpenAI suggests starting CPC max bids at $3-5. Install OpenAI's pixel or Conversions API, and add UTM parameters to the landing page URL so the ContactLevel pixel shows which contacts visited.
People change jobs. ContactLevel's sync updates the audience as titles change, with no rebuild in Ads Manager.

How big does a job title audience need to be?
At least 25,000 matched users before you can use it for inclusion or bid adjustments. OpenAI recommends 100,000+. Your list has to be bigger than the matched number, since not every contact matches.

Do context hints matter if I already include an audience?

Can I bid more for senior titles?
Yes, if the senior audience clears 25,000 matched users on its own. Bid multipliers run from 0.1x to 10x at ad-group level, and the highest matching multiplier wins. A smaller senior list can only be used to exclude.
