Your customers use ChatGPT to think about your category. They ask how to set things up, what good looks like, which tool fits a new use case. Some of them ask it to compare you with a competitor before renewal.
Those conversations match the context hints on your acquisition campaigns. Hints read the topic. They can't tell a prospect from a customer.
So without exclusions, part of your category budget goes to people who already pay you. Add open opportunities your sales team is working, trial users already in the product and your own team asking ChatGPT about the space. Every click from them costs the same as a click from a new buyer.
The one ChatGPT play every B2B team can run today
Most ChatGPT audience plays hit the same wall. Inclusion targeting and bid adjustments need at least 25,000 matched users, and OpenAI recommends 100,000+.
Exclusion doesn't have that floor. An audience under 25,000 shows "Ready, Exclusion only" in Ads Manager. For this play, that label means you're done.
A customer list of 800 contacts works. So does a list of open opportunities with 150 people on it. That makes exclusion the first audience you should sync, before you build anything else.
What an exclusion can't do
It only removes matched users. A customer whose ChatGPT account uses an email you don't have can still see the ad. So match coverage matters more here than in any targeting play. ContactLevel enriches each contact with personal identifiers, because ChatGPT matches on what people signed up with, and that's mostly personal emails and phone numbers.
Some customers you'll never need to exclude. Plus, Pro, Business, Enterprise and Edu users never see ads. If your customer uses ChatGPT on a company Business seat, they're already out. The exclusion catches the ones using a Free or Go account.
How to set it up with ContactLevel

Watch the 25,000 rule if you also include an audience
If a campaign includes one custom audience and excludes another, the remaining eligible audience must still be 25,000 matched or more.
Here's how that bites. You include a persona audience with 30,000 matched users. Your exclusions overlap with 6,000 of them. That leaves 24,000, and the campaign can't run on that combination. Grow the inclusion list, or split prospecting into a hints-only campaign that carries the exclusions.
When to skip it
Run it on every acquisition campaign. Skip it only when:
→ The campaign targets customers on purpose (expansion or upsell), which needs its own 25,000+ audience → The campaign targets the EEA or Switzerland, where OpenAI asks advertisers to avoid custom audiences while ad personalization is unavailable
Keep closed-lost and churned contacts out of the exclusion. They're fair game for prospecting again.

Is there a minimum size for an exclusion audience in ChatGPT Ads?
The 25,000 matched floor only applies to inclusion and bid adjustments. Smaller audiences are marked "Ready, Exclusion only" and work as exclusions.
What does "Ready, Exclusion only" mean?
The audience processed fine but has fewer than 25,000 matched users. You can exclude it from campaigns but not target it or use it for a bid multiplier.
Why did an excluded customer still see my ad?
Exclusion only removes matched users. If their ChatGPT account uses an identifier that isn't on your list, the platform can't recognise them. Enriching the list with personal identifiers closes more of that gap.
Should I exclude open opportunities?
Yes, from prospecting. Sales is already talking to them, and a cold "book a demo" ad mid-deal wastes the click. Keep them in any campaign built for late-stage deals.
Can I bid down on customers instead of excluding them?
Only if the customer audience clears 25,000 matched users. Bid multipliers go as low as 0.1x, but they need the same minimum as inclusion. Below that, exclusion is the only option.
How often does the exclusion list update?
